Fair Housing Services
The City contracts with the Fair Housing Council of Orange County to provide fair housing services. The agency works to fulfill a mission
of protecting the quality of life in Orange County by ensuring equal
access to housing opportunities, fostering diversity and preserving
dignity and human rights. If you have been the victim of housing discrimination or have a landlord/tenant issue, pleas call FHCOC at (714)569-0823 or go to their website at www.fairhousingoc.org.

- (AP) Action Plan - One year plan to allocate CDBG funds
- (CP) Consolidated Plan - Five year plan and guide for allocating CDBG funds setting goals and objectives
- (AI) Analysis to Impediments to Fair Housing Choice - examines policies and practices that may limit Laguna Niguel area residents’ ability to choose housing in an environment free from discrimination.
- (CPP) Citizens Participation Plan - sets forth the City’s policies and procedures for citizen participation for the use of Community Development Block Grants (CDBG)

CDBG Program:
Each year the City of Laguna Niguel receives approximatly $350,000 of Community Development Block Grant (CDBG) funds from HUD for local community development, housing activities, and public services. The City administers the distribution of funds to service providers and for capital projects. Regulations governing the CDBG program require that each activity undertaken with CDBG funds meet one of the following three broad national objectives:
- Benefit people with low and moderate incomes
- Aid in the prevention or elimination of slums and blight
- Meet an urgent need (such as earthquake, flood, or hurricane relief)
The following are examples of the activities and services that the City of Laguna Niguel has implemented with CDBG funding:
- George White Elementary School field improvements
- Sea Country Senior Center Expansion project
- Laguna Niguel Elementary School Restroom project
- Fair Housing and Tenant/Landlord Counseling Services
- Services for youth, senior, persons with disabilities, and homeless

CDBG-R
The City will Amend FY 2008-2009 Action Plan to re-allocate unspent $91,104 in Recovery Act funds to the FY 2010-2011
Niguel Woods Street Improvement Project. The Niguel Woods neighborhood
is located west of Alicia Parkway and north of Highlands Avenue and
includes the streets of: Running Deer Lane, White Otter Lane, Happy
Sparrow Lane, Gray Squirrel Lane and Little Fawn Lane. This
neighborhood is in a CDBG eligible area. The Public Works Department
has ranked this neighborhood as a high priority in its city-wide street
improvement program. This project will reconstruct approximately 1,200
linear feet of street and include sub drain improvements. The project
is estimated to cost approximately $829,000 is would potentially create
23 construction jobs. This item will be at public hearing on the April 20, 2010 City Council Meeting.
