Departmental Functions
Personnel Services The City does not have a separate Personnel Department, and this function is performed by the Deputy City Manager. Personnel services include the administration of: recruitment and selection processes; the City's classification and salary plan; health insurance, retirement and other benefit programs; workers compensation; disciplinary and grievance procedures; and employee relations.
Risk Management The City of Laguna Niguel is a member of the California Joint Powers Insurance Authority (CJPIA). This is a pool of over 80 cities that are jointly insured for general and automobile liability and property insurance. The Deputy City Manager is responsible for coordinating and monitoring claims administration, and conducting regular risk management audits in conjunction with the CJPIA.
Purchasing The City does not have a separate Purchasing Department. As a small organization, this function is largely decentralized. The Deputy City Manager in conjunction with the Finance Department, monitors Departmental purchasing procedures and approves all purchase orders prior to issuance.
Public Information The City Manager's Office is responsible for the preparation of the City Newsletter portion of the quarterly City Newsletter/Recreation Brochure that is mailed to all residences in Laguna Niguel. The Office also coordinates the response to public information inquiries, media contacts and the initiation and review of press releases.
Service Requests/Complaint Management The Community Liaison is responsible for administration of the City's Service Request/Complaint Management System. This computerized system was designed in-house to assist staff in tracking and resolving complaints and service requests that are received from City residents.
